684 Applying the Dictation Test to coloured persons who intend to remain in the Commonwealth for a limited time only

While on the face of it the 1901 Immigration Restriction Act did not discriminate against Chinese in practice did. This document instructs inspectors to apply the dictation test so that prospective ‘coloured’ immigrants who intended remaining in Australia would fail.
