Investigation of how Certificate of Exemption from Dictation Test was being applied in Tasmania |

Concern that Chinese in Tasmania were able to obtain Certificates of Exemption from Dictation Test too easily. Investigation showed that checks were generally being carried out satisfactorily. Reveals practice where an interpreter or ‘leading’ Chinese would make an application on behalf of some individuals, with paperwork including naturalisations being returned to that person rather than to the applicant.
